CITY OF VALDOSTA MUD CREEK WATER POLLUTION CONTROL PLANT VALDOSTA, GA
Bid Packages can be obtained from CDM Constructors Inc, on behalf of the City of Valdosta, Georgia (Owner) at the office located at 2301 Maitland Center Parkway, Suite 300, Maitland, FL. 32751 (Attn: Pat Costello) on or after July 27, 2010. All bid packages are due by 10:00am August 31, 2010 and may be delivered by registered mail or courier service to Pat Costello at 1008 N. Patterson Street Valdosta, GA 31603 or hand delivered at 300 N. Lee St. Valdosta, GA 31601, where bids will be publicly opened. Bids received after the designated time set for the receipt of bids will not be considered. All bidders will be advised of the bid results after the evaluation period.
Furnish all material, equipment and incidentals required to supply, start-up, test completely and make ready for operation, two (2) new 2.5-meter effective width belt filter presses, local control panels, and ancillary equipment as specified herein. The equipment proposed and furnished shall meet all performance and all mechanical requirements listed & referenced in Specification Section 11361.
The work shall be awarded to the lowest responsible and responsive bidder whose qualifications shall enable the Owner to take into consideration the proven skill and experience of the Bidder, facilities for satisfying the Purchase Order, previous satisfactory performance, and such other abilities of the Bidder as will enable them to provide the Equipment / Material and applicable services.

The Construction Manager and the Owner reserve the right to reject any or all Bids, including without limitation the rights to reject any or all non?conforming, non?responsive, unbalanced, or conditional Bids, and to reject the Bid of any Bidder if Construction Manager or Owner believes that it would not be in the best interest of the Construction Manager or Owner to make an award to that Bidder. Construction Manager and Owner also reserve the right to waive informalities.
Funding for this project is being provided in its entirety by the Georgia Environmental Facilities Authority (GEFA) by way of the State Revolving Fund (SRF) and the American Recovery and Reinvestment Act (ARRA). Bidders must comply with all SRF and ARRA Supplementary Terms & Conditions as Specified in the Bidding Documents. Non compliance with these documents will deem the bidder to be non-responsive. Equipment being provided must meet the Buy America Provision or a waiver shall be obtained by the Manufacturer to be eligible to bid.

NOTICE TO BIDDERS
The Valdosta- Lowndes County Airport Authority will receive proposals at the office of Dr. Patti Clark, Executive Director / Airport Manager, Valdosta Regional Airport; 1750 Airport Road, Suite 1, Valdosta, Georgia 31601 until:

For the project known as:
Valdosta Regional Airport 2010 Airfield Drainage Improvements (FAA AIP No. 3-13-0115-XXX-XXXX)
Proposals will be opened and read aloud at the Airport Managers Conference Room at 1:30 PM EDT. Proposals received after 1:00 PM EDT will not be considered. The OWNER of the project is the Valdosta-Lowndes County Airport Authority. The Engineer/Architect for the project is THE LPA GROUP INCORPORATED.
The approximate extent and character of the work is generally described as follows:
Base Bid: Base Bid includes grading and drainage installation and repair in the infields located between Runway 4-22, Runway 17-35, and Taxiway C as well as some safety area regarding west of Runway 4-22. Items of work include demolition of existing drainage structures, topsoiling, removing and replacing approximately 65,000 cubic yards of unsuitable material, installing approximately 5,000 linear feet of storm drain pipe, installing finger drains and underdrains, repairing pipe joint and structure scour, installing concrete aprons around existing inlets, and installing erosion control measures.
Additive Bid No. 1: Additive Bid No. 1 consists of regrading approximately 2 acres of safety area between Runway 17 and Runway 22 Ends. Items of work include grading, installation of erosion control measures, and grassing.
Additive Bid No. 2: Additive Bid No. 2 consists of regrading ditches in approximately 20 acres located south of Taxiway C between Runway 4-22 and Runway 17-25, including demolition of existing drainage structures and pipe, installation of erosion control, and grassing. Additive Bid No. 3: Additive Bid No. 3 shall include repairing pipe joint and structure scour, regarding a ditch, and installing concrete aprons around existing inlets in the infields on the east side of Runway 17-35.
Additive Bid No. 4: Additive Bid No. 4 shall include CCTV Video Inspection of the Existing Storm Drain Pipes to determine areas where there is blockage or failure prior to completing pipe and structure joint failure repairs.
Additive Bid No. 5: Additive Bid No. 5 shall include stenciling of all storm drain structures on the airfield. Stencils shall be provided by the City of Valdosta and Contractor shall paint structure label and drainage outfall per City of Valdosta instructions and as labeled on the construction plans.
Additive Bid No. 6: Additive Bid No. 6 includes grading and drainage installation in the infield located between Runway 4-22, Runway 13-31, and Taxiway C. Items of work include topsoiling, removing and replacing approximately 25,000 cubic yards of unsuitable material, installing storm drain pipe, installing finger drains, and installing erosion control measures.
An informational non-mandatory pre-bid conference will be held at the Valdosta Regional Airport in the Airport Managers Conference Room at 1:00 PM EDT on Wednesday, July 28, 2010. While the pre-bid conference is non-mandatory, bidders and subs are encouraged to attend.
Bid security in the form of a bid bond equal to 5% of the total bid, including all Additives, is required. Bidders must submit bids for all Bid Schedules. Contract security in the form of 100% Performance and Payment Bonds will be required.
No bid may be withdrawn after closing time for the receipt of proposals for a period of Ninety (90) calendar days. Bidders shall inform themselves concerning Georgia Laws and comply with same.
